Has anyone come across a tool that can convert as per below. Specifically that can be run by command line/vbscript/active x etc
PCM 11.025 kHz 8-bit mono format into PCM 11.025 kHz 16-bit mono

So what is the next best distro to Red Hat? I usually like to upgrade
with every new version but if there won't be anymore I'd like to move to
another version of Linux. I tried Mandrake a couple of years ago and it
was ok and I also used Caldera a while back. I really like Red Hat, it
kind of sucks
