it in a "layer" above the rest of the content. Just using the float
property should do more of what you want. You may need to fiddle with
margins and paddings to get it set where you want it.

Nope.
That's just family that do that. And friends of family. And neighbors.
And neighbors' aunt's roommates. Business people tend to understand
"support is not free" and "If you call, and it is not important, I will
make you pay out the nose".
But the sites I've turned over are completely manage
obviously a site dedicated to Dreamweaver. duh.
