In order to get the debit card, I think you have to have a bank
account...not sure if it matters where the bank is...but you are required to
have one (unless they changed their rules lately)

of the world for everything from iTunes and Mac Apps, to purchasing
online it's impossible to be involved in Tech these days without a US
bank account
