That's why it works so well. Bush pushes for something like anti-gay marriages, Giuliani says he's for it, all bases are covered. Bush can say to the religious right that he's in charge so it'll get pushed while Giuliani's ideas and presence will blunt some of the criticism as he's for it. Giuliani
