Possibly. Years ago I took a ground search course as part of my Reserves
training. Even with moderate ground cover it can be very difficult spotting
someone. Rain, mist or anything that cuts line of site makes the search
much harder.

depends on how long he's been planning this. If he wasn't then yes that is
possible. I'm not at all familiar with the area, so I can't say much.
