Paul - it sounds like you need a user on your team... at least one - this is
the universal problem after all... programmers know too much about how
things work to relate to ordinary mortals - for a good book on this topic I
recommend "The Inmates are Running the Asylum" by Alan Cooper - it can be

When you send out the announcement, change the permissions in the database
to not allow deleteing of the needed info. Look up REVOKE in your SQL help
thingy.
