There is no infallible way to stop this.
You can only track someone by the information that is available to you, i.e.
a cookie or an IP address.
But cookies can be deleted and IP's can change, so then you no longer have a
way to know that person has visited the site before.

We use a modified version of Ben Forta's mailform tag. What we did is just
add the ability to replace _ with spaces, add a redirect attribute, ignore
fields attribute for hidden fields and ignore the submit button. Now our
non cf developers can just build forms using fieldnames with _ for spaces.
