I'd say you should have a test server that mimics production as close as possible, but know the reality of budgets. Otherwise, I'd say 4GB minimum so things at least function, but 8GB would probably be a better start. Just pick a chassis that allows for more and you can grow with it. Also spend

You can also use Apache, which will allow for multiple sites. Vista and 7 enabled multiple sites in IIS. I remember reading a blog post from the guy that made that descion. He said he has never seen so much hate mail as he had seen just around that issue alone and said he would never make that
