It's worked for me several times on Windows 2000 machines among others. Are
you sure you changed the correct value? There are a

using CF 5 or earlier, or the neo-security.xml file if you're using CFMX.

I forgot the
I forgot the administrator password on my local machine and deleted the
coldfusionmx/lib/password.properties file and it reset the password to
admin.
Im not sure if this will work in all cases but it worked for me.
