various reasons of my own. Run the installer 'As Administrator'.

Yesterday, out of the blue Apache stopped working on my desktop/Dev server:
Windows 7 Home Premium 64 bit - fully patched
CF 9.01 64 bit developer with all patches
XAMPP 7.1 With Apache 2.2.11
