If the only thing you need is converting the image to an .ico file, you can use

ImageMagick doesn't support writing .ICO files.

works with about any image file format, plus it's free and even ships with
most linux distributions.

Me neither. I ran a very quick test which *seemed* to work okay.
I do not know much about the *.ico format. But you could probably use the .net
stuff too. IIRC you can convert to *.ico using System.Drawing classes.
