I can tell you from experience (several times) that if you sink your boat that is exactly what you need to do as soon as you get it out of the water. If you do not have the time to drain the fluids and get it started then they tell you to leave it submerged till you do have time (fresh water).

Question, have you installed a test pressure gauge while priming the oil pump? Use the port adjacent to the distributor or the port above the oil filter. You should have above 30 psi while priming the pump with a drill motor. I have used a modified old distributor with the rotor part

Even though you probably have assembly lube all over everything, I'd pull the distributor back out, and prime the oil pump. If you have hydraulic lifters, this will also help you set them up so you can get it running. That's what I have always done. -Tim King-

I know on my BBC with a cordless drill and a oil primer you attach to it, it takes a few minutes to get the oil to start to "drool" out of the top of the rockersMaybe youre not running the drill long enough -Tim King-
