From what i read in his EBAY ad they were not NOS but possibly a take off when the car was new. To me NOS means something that has never been installed on a car and is no longer in production.
You must read in between the lines with what ebay sellers write. They are salesmen trying to get rid of

caps and won. They were suppose to be NOS. They weren't. They had dings all over

Did you try to call him at the number listed in the auction? I would do that first,
and if you can't reach him leave the negative feedback message. You should give him a
chance, many people don't check email very often.
But people do read the feedback and you will help the next person
