When I pulled the old distributor the engine was right on
TDC (just happened to be so)
and the rotor was in fact 180 degrees opposite the
installation recommendation

Not sure where you got the HEI, but when I rebuilt the engine in my truck I had the exact same problem.. it would spark, and the engine would hit, but never really run. I had to replace the entire distrbutor, but it may just be the module. Most auto part stores will test the module (here in
