well so far further searching I've only came up with a company that makes cowl tags and definitely says they do not make VIN tags

I'll have to look; but I'm sure I remember a company that reproduced cowl tags and would also do a VIN plate if you had the right documentation.

The VIN is also on the cowl tag, it is just separated into sections. The last 6
digits of the VIN are also on the firewall behind the heater box. Your number will
look something like this 138678XXX
13867 = 68 SS396 conv.
8 = 1968
X = the plant built at, you have to fill that in

It could be a problem with getting the car registered if
the VIN cannot be read. Try a highway patrol office or sheriff's dept. and
see if they will check their 'secret' locations on the car and verify the
VIN. Depending on your state, you may be able to get a replacement VIN
