ctrl + mousewhell breaks on all browser. Why would this be such a big isiue?

You should not disable onmousewhell event when html or any other element has
overflow:hidden if that is the short-path intension. it is not always used
for
sc

There is an interesting WebKit bug that may have caused this bug.
Basically, they
needed to enable scrolling in some cases. See
https://bugs.webkit.org
