How can this be expected? I honestly was hoping that I could control these
type of
settings at the tab level. In most other cases chrome isolates each tab
from the
others.

Doesn't work for me either, current standard channel *and* current beta
channel. If
you just go to his link, it's not a local file. You have to download the
HTML file

Update on this: If there are NO OTHER CHROME INSTANCES running on the
machine,
starting Chrome with --enable-file-cookies works. If there are any
instances already
