I had kept my chrome in its crashing state and the background update
(3.0.197.11) seem
to have solved the issue for me, browser now starts normally

I am also experiencing this behavior. I do not have
the "--enable-extensions" turned on
and it still persists. Chrome did update to 3.0.196.2
