In Chrome, to restore the previous tabs when the browser starts normally:
Wrench menu > Options > Basics > On Startup: Restore the pages that were

Are you talking about just using Google to search the web in the New Tab?
Chrome's Omnibox/location bar/address bar is a Google searchbox. In the
new tab, just type in
