Refer to pages 32 and 38-39 of the same book. The protocol field in an IP
header states what upper level protocol is to be encapsulated. According to
pages 38-39, "88" indicates that IGRP is in the transport layer. I hope this
helps although I'm not sure if 9 or 88 is the correct protocol number.
