Is this for a 3810 or 2600 series router that you are trying to recover
?? The subject line says 2600 series but the original message says
trying to recover on a 3810 series router. They do not work the same
way for recovery. Which is it ??

Beware ... the wic-1e is currently only support on the Cisco 1700
product line. Cisco list the Wic-1e as unsupport on the 1600, 2600 and
3600 platforms currently. Maybe in the future.

That is correct and stated in my original email only the NM-1E and NM-4E
are supported in the 2600 series routers in slot1:
My warning was that the WIC-1E is only supported in the 1700 series
routers and not the 1600, 2600 and 3600.
