If I am not mistaken, the router shall not accept telnet connections if it
does not have a telnet password on the vty lines...

FAQ, list archives, and subscription info:
If you don't define a password on the VTY ports, that effectively disables
telnet. (as you cannot telnet to a box that doesn't have a VTY password
defined).

no login instructs the router to bypass that, giving
