I agree with Ronnie - sounds like the router isn't seeing any interesting traffic. show dialer can provide useful information. Depending on what IOS version you're running, it may show the time until disconnect. If you have more or less constant interesting traffic, it should stay near 120

Sounds like you don't have interesting traffic associated with the interface. Are you using DDR or Dialer interfaces? Are you running a routing protocol over this ISDN link? In the running-config DDR look for int bri 0 dialer-group 1 global command dialer-list protocol ip permit Dialer
