ISDN Simulators are outrageously expensive ranging from $800-00 upwards (and
#800-00 in UK/$1200). Has anyone come across electronic plans or kits to
actually make one of these things up with a soldering iron and some time.
Or am I being terribly naive here

Yeah, you're definitely being naive. Between the hardware and software that
is required to build one, I dont think it's something you could do in your
spare time. Maybe during the course of 2-3 years and trying to reverse
engineer an existing ISDN simulator you could build one. But for the $$$,
