Intermittent loss of connectivity

Hi all, I am troubleshooting connectivity problems we have to one of our sites. there is continuous flapping on the link. For every 5 or 6 ping requests at least one or two times out. the sites are linked via FRA-ATM, the router on site is a 2500, has anyone had a similar experience? or has anyone
