I am not sure if it works through the Catalyst CWI, but if you configure the
layer 3 module/SUPIII with the IP HTTP SERVER command, you should be able to
connect to it through a web interface.

I know that you can create VLAN or enable a port from CWI software inside
the CAT4000. Is it possible to configure layer3 routing (if you have the
module SUP3) from the CWI of the CAT4000? Because my customer doesnt want to
buy CiscoWorks2000 for only one switch.
