If you add a new config to an existing one - what are the rules that follow
in dealing with any conflicts - acls etc ? There is obviously a soft-merge
of some sort but does anyone know the rules that the IOS follows?

i know of the following rules, that governs the configuration management
options available to u:
if you copy from RAM to NVRAM or TFTP, u are overwriting the configs
if you copy from NVRAM to RAM, u r merging configs
if you copy from NVRAM to TFTP, u r overwriting.
if you copy from TFTP to RAM, u
