If you looking for a good NMS you can always use CiscoWorks, although I've only read about it I know it uses rmon/snmp to monitor a network. As for paging cababilities I wouldn't know. You can always read the docs. Another product would HP OpenView, we used it at work for almost

Try "Whatsup Gold" http://www.ipswitch.com/Products/WhatsUp/index.html You could download an eval copy and test it. We are currently using this one to monitor all the routers, switches and unix server (about 20 of them) over the network, the alert is thru external modem to the nextel phone
