It is charged by call. So if you have 2 calls (2-b channels used) then you
get charged for each call.

You definitely need to check your contract. I've got customers that pay
per call, some that pay per minute/per channel, and some (most) that have
unlimited usage (both channels) for flat fee.

If they charge you on per call basis, you might upgrade the router to 12.2
and use the new feature that Cisco calls multilink min-link under a dialer
interface. This should keep both channels up forever if you add another new
thing dialer idle-timeout 0
