Ran into this one again on a router I recently purchased. In searching the
archives for the methodology, I realized I had not documented the procedure
anyplace last time I ran into this last September of so.
The bug: with versions of IOS 12.0, upgrade is impossible. Copy TFTP flash

Speaking about upgrade bugs, I've found upgrade bug in 12.2.
Here is what is happening, and how to overcome it.
Hardware:

2600 with 8 MB flash, 12.2(8)T1 telco IOS loaded.
Problem:
There is 8MB flash, and I want to load 12.2(8)T2. show flash
shows that flash is 8MB. Do
This is not actually a bug.
Starting with 12.2(1) IOS, the 2600 and 3600 platforms support the
squeeze command. To get it to work, you have to reformat the flash
using a 12.2 image, which creates a log file used in the squeeze
process. That log is a few hundred K in size, and hidden.

Anyway, for practicing MPLS, 12.2(8)T5 telco feature set still
can run on 2600 with 8MB flash and 16 MB DRAM :)

time before that!

on these routers suddenly stops working. This is a by the book

Have you tried BOOT SYSTEM TFTP and then manually deleting the file? I had
an old 2501 I had to do that on that had a 10.x image on it.

You may have to reboot to monitor mode delete the file and tftp the new one,
