Implement soft security tokens. They work like the
hard SecurID tokens, but you have to install them on
all the machines and have an AAA server to
authenticate them.

If I use a modem to connect to my routers to troubleshoot a problem when I lost
connectivity how will I be authenticated if TACCAS has being applied to that
router and connectivity is no available for authentication.

Add local authentication to the router by adding a username and password
combo in priv exec. Add the local parameter to the 'aaa authentication'
line in your config too.
