There are several applications available for generating controlled traffic some are implemented on proprietary hardware and some are running on windows or linux platform:
Hardware: SmartBits, Ixia.
Software: Chariot, Shomiti's surveyor,
ough again, it's a fair bit of $$$.

I'm looking for a simple application that will stream TCP or UDP traffic at
a controlled rate from one IP address to another.Ideally it would have the
following features:
1) Allow changing the bandwidth on the fly ( watch how the routers handle
