set vlan 1 stat suspend
and to make it active back,
set vlan 1 stat active
may be i am wrong.

Hello,
You don't necessarily need vlan 1 on a switch. All the Cisco switch are
defaulted to vlan 1. It can be any vlan you wish. What is the goal that is
trying to be accomplished by shutting the vlan 1.
