You caan do that with Nortel router a special free program called BNFS95

It works great. I have never tryed it with Cisco. Let me know what
happens.

You should be able to do this from the router itself.
However, if the PCMCIA is not recognized on the router you need to format
it on a machine that supports BSD as BSD file system and the one used
with the router are compatible. If by any chance you have access to MAC
OS you will be able to do
