setting 2 vlans on 3500

hi all, Can anyone tell me why i cant set up 2 vlan interfaces on the 3500 catalyst switch which has the IOS version. When I setup 2 vlan interfaces,one of the interfaces becomes administratively and when even you try to bring it up with no shut.it doesnt respond.could someone tell me why this.
