It's probably a bug, we had this problem in two different situations, in one case Cisco replaced modules, the second case was solved by turning off fast-switching (no ip route-cache) in the interfaces involved in the problem. Sometimes the problem is because IOS version of remote differs to much

I'm not sure what it is but I can see a couple areas where the problem might be. First is the access list. What does access-list 100 look like? Also, you are running nat on this interface, I noticed in your output that you pinged 100.200.3.1 and the command said it was sending Echo Replies

Since your pinging from the same router that this IP resides on the access-list doesn't come into play. Traffic flowing through that interface will be looked at against the access-list but not traffic sourced from the router, unless you set up a local policy route. If you have a static route
