Rob, VPLS should be support on GSR 12K routers with SIP-600 (engine 5...) It should actually have somewhat less restrictions than the engine 3 ISE modules... I do think (it has been a long time since I had to really touch it) that you need to run IOS-XR for that. Check this configuration
