No, pluggable service was there before 4.1, but it was implement

So, all minor version should have version info in DB as 4.0 (for 4.0,
4.0.1 and 4.0.2) and 4.1 (possible future 4.1.xs) etc.

Do a ant clean-all. Looks like it's unable to get the env var, make
sure to put export CATALINA_HOME in your ~/.profile and/or ~/.bashrc
If that still fails, a small hack would be to search/sed in
build/*.xml the ${env.CATALINA_HOME} and replace with the actual path.

The issue was that Edison's patch was not on 4.1 and I started fixing
CLOUDSTACK-1244 on 4.1 which I fixed, then tried to cherry-pick on
master and got conflicts, and I saw Edison's patch on master. I just
