mention the ASF hosted wiki is really slow, and has been commented on by many

At that time, I was mistaken in the build procedure.
In the build procedure on master, Ant is not used already.

Have pushed the redesign to the incubator site. Still taking comments,
and working on improving content, etc. ahead of the release - but what
I've got so far is now live.

Yes, the docs are accurate. AWSAPI is only available on fresh installs - not
for upgrades from older versions of CS
Reason for this I think is, for upgrdes, installation scripts lack the
necessary fixes needed to install awsapi webapp under existing tomcat of older
CS deployments.
