I can see copper pipe exposed. The corrosion appears to rather deep. This
looks like it may need replacement pretty soon.

of the issue. The play is certainly not in the attachment of the wood tiller
to the metal plates or the stock head (option 1 or 2). That would have been
too easy. It is below that in what I think is (4)

the single bolt holds it to the rudder stalk, then you would be able to
move the stalk side to side? What about fore and aft?

It looks like your auto-correct changed rudder stock to stalk (like celery).
In Europe it is oft times used as one word, rudderstock.
