[control flow] Reloading Scripts

Ovidiu, Yestery I did some tests with the control flow - everything worked fine but the scripts have not been reloaded. In the cocoon.xconf I set the check-time for the flow-interpreters to 1 and then to 0 but both values didn't help. Only a restart led to a reload of the scripts. I know there
