I think Austhex (the ircd AustNet uses) has something like that. Non-ops
could see joins and parts, but they could only see messages from ops.
just thought i'd mention that...

Actually, the server can check against all the users on the server and if a
ban matches a certain number of users, it can disallow the ban.

What do the letters after the server name mean? I have searched the files
in the doc/ directory to no avail.
