Another solution would be to:
1. collect some info about pressure treated wood for the teacher and the
extension agent
2. insist that the beds surrounded by pressure treated be used to create
wonderful ornamental beds
3. build new non PT beds for growing vegetables
4. continue to educate the te

If there is no way possible to replace the toxic wood, it might be feasible
to fiberglass the entire structure, including the bottom (with a few
drainage holes).

The chemicals WILL leach out of the wood, and while sealing it may slow it
down, it will not prevent it from contaminating the immediate soil and
that which is down-water/wind from it. I doubt that any of the
commercial/home owner types sealing/painting compounds will be worth the
time

My advice is to wait till the PT wood has been exposed to the elements (sun,
wind, etc.), then paint with a solid-color stain from Home Depot (Behr's).
They have a huge range of colors to choose from.
