Same problem here with Nvidia binary drivers from the "Additional Drivers"
utility.
Problem started right after the upgrade 10.10 --> 11.04.
Problem is not affected by switching VBlank on or off.
Only "Enhanced Desktop Zoom" is affected, regular (less useful) "Desktop Zoom"
is not lagging.

Want to note that running in classic mode, Compiz has 37 megs resident
in memory. When running Unity, Compiz starts out using 150megs and
begins climbing consistently. Reaches 1.5 gigs after about two hours.

optimum (and even far from the open-source drivers' performance) after
disabling `Sync to Vblank` in CCSM (Radeon 4250). Menus and windows
appear with delay. GUI is still choppy.

I have this issue on a desktop using an integrated GeForce 6150SE nForce
430, using the current NVidia proprietary driver. I tried the workaround
discussed above for increasing the frame buffer size in my BIOS settings
(from 64MB to 128MB in my case), and it worked for me.

I can confirm Luke Plant's remarks. Using the ring switcher helps
restore near usual focus-follows-mouse behavior, but looks slightly
annoying.

more than about 1 minute after log in. If I got through that minute, it
was smooth sailing for as long as I used my computer. I just installed
