running the application after installing all MS Office applications

Here's an off the top of my head idea. Use your firewall to temporarily
block the offending web site then restore your Firefox session. The
offending page should come up with an error message instead of the
runaway code.

Without knowing what the computer will be used for I recommend the
cheapest computer you can find. For somebody who isn't going to be
doing anything more complicated than web browsing, e-mail, Quicken and
MS Office almost any computer built in the last 5 years will be adequate
