I had the same dilemma for a week;
The voodoo that worked for me was to use my old rpm3 to --rebuilddb,
which seemed to give me partial abilities to install packages. I then
manually installed all of the rpm* menu-* db3-* locales-* and
grpm/urpmi packages from the very latest (yesterday) cooker
