I would recommend adding/updating the entry right when you make the
downloads visible. There could be a delay before the entry is visible as
there is an approval process involved, but it should still be visible some
time on the release day.

To be clear there is only an approval process to publish the listing(s)
the first time. Any further updates are instantaneous. Also sending an
email to marketplace-supp...@eclipse.org will get myself or Chris'
attention rather quickly should you need something approved.

I appreciate everyone keeping the build green and making progress on the
sim rel reports [1], though there are a few serious issues left there.
Just wanted to remind everyone that after RC4 (which ends tomorrow,
Wednesday, at 5 PM, unless someone asks for a few extra hours)
Due to a late issue I am doing a rebuild of WindowBuilder and should have
it out in about two hours.

Last half a hour I am getting seemingly endless stream of builds, all
failing like the one at [1] with:

It is important to make sure the b3aggrcon files point to something that
allows a quick last minute rebuild to be performed, if needed ... but
beyond that, there's no specific rule or guideline about how or when to do
it ... I think it depends on each project's (or release engineer's?)
