I have a domain member server where I want to limit ssh logins to just
members of a few groups. Without those limits, any domain user can log into
the server.

I got the chance to work on this issue some more today. Unfortunately, none
of the suggestions helped. What I tried:
1. I verified that that the windows firewall is allowing port 22 inbound for
the cygsshd service. This has not changed since system inception last year.
One could also fully mirror one of the distribution points to a local
repository copy using RSYNC and then move the local repository to a location
accessible by the secure machine, or copy the local repertory to a removable
media for internal distribution. For example:
# rsync -av
