Indeed, you were right to suspect the dll. Reinstalling it cured the
problem.

Using m4 1.4.16-1, which is in the current package database, autoconf
complains with the old error message:
autom4te-2.68: need GNU m4 1.4 or later: /usr/bin/m4.exe
Doing m4 --version gives no output.
Backing up to version 1.4.15-1 works fine.

Hi Ron,
Are you using XP/NT?
I am facing the exact same problem with my cygwin in windows XP.
In my case, I am able to browse the folders from windows explorer and
modify/add files too.
With cygwin, I can navigate the directory structure, but am unable to
modify/add/list files.

I am guessing that it is because of the difference in the gid between unix and
on cygwin. I did
manually modify the entry on cygwin to mirror the value in unix, but that did
not help.
