if you want this to be integrated quite fast you should file a pull request for that in github. The simplest way (just GitHub website) - create an account - go to https://github.com/darktable-org/darktable/blob/master/po/nl.po - switch to edit mode (the project then is forked and you can edit) -

I have sent a couple of weeks ago a nl.po file for darktable 3.8. I do not see an update of the nl.po in darktable github. I reinstalled (compilation) darktable but do not see the possibility to switch it to dutch. Is there something else I need to do ? Or just wait for the next version ? Sorry

You‘d better rely on the release notes - https://github.com/darktable-org/darktable/releases/tag/release-3.4.0 to be activated in a release the translation needs to have a decent coverage - 3.4 got a couple of tooltips so theres a lot of new stuff to be translated. You can support this:
